Nice list. The first couple of items really call for a 'real' lighting system, which the sim doesn't have at the moment. Currently most lights -- whether it's an aircraft light or even the sun -- have no real interaction with the FS world, they just have a programmed result. Most modern games use 'real' lighting, where you just need to define the properties of any light and it will behave like a real light. This means that provided clouds are reasonably solid objects, you'd automatically get shadows.
It also means that all lights would shine realistically on all other objects.
Part of this new lighting system should be HDR (high dynamic range) lighting, which helps simulate things like the effect of looking into the light, a kind of simulated squint. It should just by its very nature do a much better job of simulating atmospherics, and allow for dust effects, pollution etc over cities and a natural transition to the blue distance effects.
Not only do the developers need to look at modern graphics rendering, they also need to fix the disconnection between different scenery elements, so that elements blend better. This would allow for a realistic transition from town to coast, for instance, and overcome the completely disconnected road and landclass system. At the moment we have two separate layers which don't attempt to blend on any level.
A higher definition landclass would also be nice, and an attempt to match the autogen vegetation colour to the scenery textures.
I don't think we'll get the perfect lighting system, but everything else should be possible. Everybody has been calling for sloped runways, so I've got my fingers crossed for this -- having to flatten anywhere where AI operate is one of the most annoying features of the current sim.
And lastly, a custom runway/tarmac texture system, where we can have at least a little control over how each runway looks, but since this is more aimed at custom airports, then it is less likely. Instead, we could just have a much wider choice of runway textures, including the ability to choose layers such as 'small airfield/asphalt/worn'.
I won't even get started on the autogen system, I've mentioned elsewhere that it needs a bit of an overhaul.

I hope Microsoft Aces team are reading all this, maybe someone could send them this link. I think NZ was outcast when FSX was created. It is very americanised. It really defeats the purpose when flying is an international activity and we don't even get a correct QNH reading even when selecting hybrid in the option menu.

yea. they probably search all the flight sim forums regularly. its just a matter of getting them to care.
also, the ability to make it far easier to make/edit scenery/aircraft/textures (ground and objects)

I don't think that any particular area received special treatment -- it was not, and may not ever be, the FSX developer's job to create much that is localised. It may come one day, but I suspect that most of us will be disappointed with the scope, and want more anyway.
There are plenty of forums which have been collecting ideas for the MSFS team for quite some time -- have a look at FSDeveloper.com for one or even Avsim. Everything posted here has been covered in great detail for years and years, so I doubt that any of the ACEs would pop in here and think, hey, why didn't we think of that...
However if anyone does come up with something great, there are ways to get it to the MSFS team. Bear in mind though, that even those of us who were in the FSX beta programme don't have much luck getting localised content added.
Until FSX, there was not one 'real' object, such as control tower, terminal, city building or bridge for New Zealand included in MSFS. In FSX, we got some Auckland and Wellington city buildings, and Auckland was chosen as one of the handful of 'high detail' airports. We've come a long way, that's for sure.

As the sim gets more complex, developing for it can only get trickier. In the old days, we could build an airport terminal out of a couple of boxes and default textures, in FSX we need to understand the concepts of game texturing including photographic textures, how different materials reflect or absorb light, how they react to rain etc.
I am hoping that the next sim steps up to another level, which will definitely mean that we'll never be able to press a couple of buttons and produce a great scenery addon.
However some things have already got easier, such as placing default library object in FSX, so I would suspect that this will be improved in the next sim as well.

Dan , cant have MS adding fast movers , they design and cover the entire world , thats a mission in itself ( for some A4s the quality would also be a little 'huc hum' ) , with a speed affect - lotta peoples PC,s ,the motion blur is real , because they are limited ( RAM ,CPU and graphic card) , most home pcs cant handle full blown FSX - ORBX is one heck of an example3rd party devolpers cover clouds/atmosphere - the scenery and the fast jets .. It is with FSE we hopfully can go into combat situation , one on one , with crash,s and explosions , Im guessing your thinking exactly like i am with a dogfight , have a civvy plane caught up in it ..
