I use uTorrent - and you can control the UP data speed. It doesn't seem to affect the down speed if you do that - unlike some torrent clients.
I must admit though the whole thing is just a joke in NZ. I was on a beta test team once that (towards the release date) involved grabbing nearly the full archive (800Mb) very often - from the USA. I had to actually ask them to *Post* the damn things! They asked what kind of a "shonky" country I lived in!
R.O.F. was a present from a friend of mine in Holland. He grabbed his copy in about 20mins - and just couldn't believe things are that primitive here. I actually went over my data cap to download it (so not much of a "present"). Neither the previous Labour gov't nor this one appears to have the slightest clue about I.T. It's really quite a disgrace. As an English-speaking nation, we could have had 90% of all the world's call centres based *here* and not half-way up Mt. Everest. Talk about "miss the boat". Grrrrrr.

I'm a web developer by trade and am constantly frustrated by shoddy infrastructure (outdated Telecom cabling), out-of-date hosting technology, spasmodic loss of connectivity because of DNS servers going down ... and so on. There appears to be around a TWO YEAR time lag in uptake in server technology (PHP, MySQL etc.). Many of the applications I work on need the later versions to run ... so what do we do? Host it outside of NZ. It's pathetic.
That said, the beaches are good!
