IFR rules are 'sufficient to reach your desitination + your alternate + 45 minutes to allow for holding etc.' It's all calculated on time rather than distance, so winds are taken into consideration. The fuel burn will depend on your aircraft, loading, cruise altitude & speed. The plane may come with this information in the docs, or if not, then you'll need to google it, or worst case determine the figures by imperical measurement.
VFR rules are: sufficient to reach your destination + 30 minutes (day) or 45 minutes (night).
