Not all Police regions are digital, Wellington is and some of the Sth Island will be soon, but in the Waikato and BoP for example it's still analog. Here's a link

Fire shares frequencies with Police in many areas, Ambos are on separate freqs.

You can use a scanner to listen, as far as I know you cannot listen online.

It's legal to listen in but not to do anything with what you hear, so there is nowhere streaming NZ Police / Fire.

Wellington Police have gone to encrypted digital first because they're closest to the Police IT section so easiest to babysit through the installation learning curve. I think Canterbury is next because of the boy racer problems, and Auckland won't be far behind as they want us done before that football thing in a couple of years.

Note that even after they go digital encrypted you can still listen to them, there's nothing illegal about it, you just won't hear anything you can understand.
