MEIR= Multi-engine instrument rating. Basically you do your IFR training and your multi time at the same time.

C-Cat= C-category instructors rating. The basic instructors rating, this is what many aero club instructors will have, whereas the club CFI may have a B-cat or an A-cat. Usually when one goes to flight school and does the CPL, they either go on to do a frozen ATPL (you do the atpl subjects but not the flying hours), or a C-cat course.

I would personally prefer to do a c-cat course because it's another job opportunity at the start of my flying career, whereas an ATPL wouldn't be needed at that stage.

Most people do, some subjects prior to doing their C-cat, (as i am) and then the rest during their time of being a c-cat, some will then go on to do a b-cat, (well my school anyway) our school only allows b-cat to become multi instructors, keeps a good number of B's in our school to do solo checks and BFR's etc..... (BFR = Biennial flight review, one must do these every 24months to keep a PPL legal, yearly for a CPL)
