115 is what your modem is connected to your PC at - ie the internal port speed. You wont actually be connected at 115kb/s, not with a 56k modem, it's impossible. It's usually a sign of an incorrect driver for the modem.
Try a 500kb test from

See what it reports your speed as (CTRL and F5 to refresh if you have done it prior).
To get it to report the actual speed, try going to control panel/modem/properties/connection/advanced and in the 'extra settings' box type W2.
This works for most modems to tell the modem to show connection speed,as opposed to port speed.
