There is alot of political tension but the underlying fact is that the US created this by building an anti-balistic missile defence system in Poland. Thats sort of where Russia is coming from when they bring back incursions from the cold war its like a peaceful protest. And they also aren't happy with alot of ex-soviet states joining NATO. The real reason for such a defence system is because of Irans nuclear program which is a world wide threat to the west and all of Irans neighbours but Iran is a big supplier of oil to Russia as well so thats whats really happening. As for the FOAB well look at the US the MOAB holds the record of being the biggest bomb up till now with the shortest service life. Such weapons are quite impractical in warfare since the majority of conflicts call for precision bombing on small targets rather than one big bomb for lots of targets. Also both require delivery from a slow moving transport aircraft which in aircombat are very vulnerable to AAA and SAMs which is probably why the MOAB is no longer in service.
