Simulating real life air forces that would attend perhaps? 
Remember we don't have any fast jets to participate, nor are we that friendly with the USA to conduct military exercises any more since we went nuclear free in the 80s.
I have visited Holloman air force base before. There is quite a large contingent of German Air Force there if I remember correctly. Even have their own buildings/ administration etc based there.
