you dont need water on core 2 duo chips unless your planning on surpassing the 3.6ghz mark. Getting to 3 should be easy enough on stock cooling, providing you reseat the heatsink with some arctic silver 5, and keep an eye on the temps (you might have to adjust the fan speeds). I have a sunbeam something cooler, that cost a whole 30$, and it keeps my cpu below 40'c usually.
I found it. Its the sunbeamtech silent whisper 775. Do a google search for more details.
In general it goes like this with core 2 duo chips
stock-3ghz=stock cooler
3-3.3=cheap aftermarket air
3.3-3.6=expensive air cooler
3.6+=water (recommended, but not required i beleive. Do a google search)
