Fairly simple i would have thought....................
It means to tilt the "seat-back" ( the part you lean your back against), forwards , so you can get past the seat to get out the emergency exit....................
Just like tilting a car-seat forward in a 2-door coupe, so you can get out the door if youre in the back seat.....................

"Push this seat-back forward during emergency exit".
To me putting a comma there implies two separate instructions...
