Answer to your question, your running ORBX and VLC , this is were the conflict starts , either one or the other.

Oh ok Ian thanx heaps, I was not aware of a conflict there. Is simply un-ticking one or the other good enough or do I have to completely remove one?

Simply depends on the local area you prefer, VLC covers much freeware , the ORBX will causes the issues and conflicts but there ground textures are better.

The order looks fine. You can leave Vector Land Class there, so that it will appear when you set the FTX region to 'default'. This is handy to use airports which can't cope with FTX's changed elevations. Apart from that, it won't interfere, and won't show up at all with FTX Oceania active.

Not to belabor the point, I have my scenery set the same, with the subscription issues above the RealNZ, which are above Oz scenery from Laurie, which are all above the ORBX sceneries. My only diff is I only have the VLC object libraries and they are above all the others. Should they be below everything ? Everything appears to show in the subscription areas.

You don't need to worry about priority for object libraries, if they are installed, then they'll show up.
