In FSX, conditional scenery is only really available via the missions.
This airshow 'mission' can be used as a normal flight -- provided you select the ability to change the settings when you load the mission, you can choose any aircraft/season/time of day/weather.
The FS2004 version was a lot more limited, in that the display conditions were built into the scenery objects -- in other words, you could place the included models in any scenery you wish, but they would still only show up on a couple of days of the year.
