I was digging around on the "FSDeveloper" website, and it looks like someone has solved the puzzle, and the revelation has been under the radar for a while now.
As we know, FSX removed the possibility of having 2D side views, which leaves the user hanging out in the open if they are using an aircraft without a VC.
If you use FSX with an aircraft lacking a VC, but with a full 2D suite, you may want to mess around with this file:

As you can see, it's designed for the payware Fokker jet, but you can tinker with the files and probably make things work with any other panel bitmaps and aircraft! Of course, it will take a bit of end-user editing for other aircraft customization, but it may be worth the work for some of those excellent FS9-era 2D only aircraft!
