I'm no great fan of france but fining them for facing the haka is pathetic and an embarrassment to us so I have voiced my displeasure at the IRB's action in an email to  this address

Well, it looks like it's either fine them for the haka situation, or for the eye-gouging. I guess it's one of the other, and since they're having more trouble with the legislation related to the eye incident since the official closing period ended, they chose the easier path.
Maybe an official is just looking for an out here due to France's conduct during the game.
